Shinsekai (New World in English) is an old neighbourhood in south downtown Osaka, Japan. It was created in 1912 as a model of New York in it's Southern half, and Paris in it's northern half. Since WWII it has received minimal developement and is now one of Japan's poorest areas, and is seen as Osaka's most dangerous.
The tower in the distance is Tsutenkaku (tower reaching to heaven). Enshrined within is Billiken, the "god-of-things-as-they-ought-to-be". Billiken is an American charm doll which gained huge popularity in Japan and is now worshipped as a god of Luck. Many statues of Billiken can be seen around Shinseikai, including one in the bottom right of this photo.
